In my mind, you are missing something:  the Congolese officials don't like sharing ...Not with Glencore, nor with their people  or state. It's theirs... in a country without a state

Also bear in mind, how Gcamines came to life in the first place ...
...and whose major benefactor Gcamines (incl. the 1970s copper boom) it (always) had. 

Gcamines has never been a "company" with its mismanagement and machnery neglect. it's a place to grab money

Let's not forgot, the roughly $ 750 million in royalties that disappeared.

P.S. The small leftovers after the nationalization of Union Minire (now: Gcamines) created a multinational and  int'l leading material technology company!

And then look at the current state of affairs of the 1966s founded Gcamines ....Despite a 1970s commodity boom and 2000s commodity supercycle.

It has always been short-term focus @ Gcamines/ Congo
