Its true that Randal was fired for incompetence... but the arbitration process works differently. My guess is Randal may not even have filed his prelim report as yet and then DNI has to file the response. We will not know anything for certain till August... unless ofcourse Randal agrees to withdraw and DNI will probably agree to pay some token amount to Randal to close out on the uncertainity..
