The issue/exercise of the performance and RSU rights is normal and the $ amount would be "automatically" paid on the anniversary dates to all management/employees given units in previous years. Similarly, I believe additional rights are likely allocated on an annual basis at the same time of year. Employees/management if exercising options would have to do it in a quiet period when they are out of a trading blackout - so now is likely a quiet period.
