You are most definitely wrong here.

I believe you are referring to the official press conference scheduled for 4:30 where it was expected he would be "officially" making this announcement. It looks like he then proceeded to announced it "unofficially" well before the markets closed as I heard I on both the radio news and noontime TV news here in Vancouver.
