Hashchain buys more miners

According to the news release Hashchain is paying $13 million US for 3000 mining rigs so $4300 US per rig. I looked at Bitrigs website, and they are selling Bitmain S9 Antminers.

The last price I saw locally (Vancouver) for an Antminer was $2500... but now I see them all over Amazon for 1200 - 1500 .... what's going on ?

Why is Hashchain paying $4300 ? What am I missing ?
