All they can do is create inventory in anticipation of getting that license and freezing it can prolong the lifespan a tad but then you have to concern yourself with freezer burn. :(

One might refer to the average time it takes to get a sales lic once a cultivation lic is awarded and time the grows so that the freshest product can be offered for sale.

Takes 2.5 - 3 months for one grow to come to fruition ffrom 4-6 inch clones.
