Seems like smart money is feeling uneasy with the one time settlement payments.   And there is a trend with African countries trying to take a bigger piece of the pie.... but the funds tends not to go into the "right" place.  This habit may start a bad precedent were african countries feel like they can flex their legal muscles and threaten miners for one time payments. 
 Anyways the bad news and bad market sentiment deepens. Expect the stock to drop further.
