I get your point, but they're not making a joke of the Exchange - the people who believe that it shouldn't happen becuase Exchange can stop it? Those are the ones that are placing blame where it doesn't belong.  All the blame goes to the people violating the rules or, at least violating the trust of the investors.  The same things happen on every exchange and every marketplace around the world.  That's why regulation and rules are so similar everywhere. 
You've got two examples here of regulators reacting when something went off the rails.  But now it has to be dealt with within the rules and authority of those regulators - not a lynch mob....which would probably be a much better deterrent.

I asked an RCMP investigator once what I could have done to prevent a specific (alleged) fraud.  He said "nothing."  A determined fraudster simply lies and breaks the rules.  How could you possibly have verified everything he said, wrote, or swore?  I've since testified at two trials, one for filing a false prospectus and one for perjury.  We can ask all the questions, and dig as deep as possible, but someone determined to scam others will always find a way.  Each time we find out how, we work to plug the hole.
