Look back at price history. This stock has been moving like the ocean tide-up 3 months then down 3 months. This is the time to build a position while the price is at low tide. It won't stay here for long. When it pops it goes up rapidly so if you're not in and snooze, you miss out. $.93-$.$1.00 is the BIG BUY. And, Cobalt is up and wants to move.
