You may be right, if you look at the NR it say that...
"The second request for an extension was made on the suggestion by the Ministry of Energy to the Company after meetings in Jakarta in March. Approximately one month ago Sonoro through SKKMIGAS submitted the second request for extension to the Ministry of Energy based on the proposal it develope"
So why the Ministry of Energy rejected the second request since it was based on their own suggestion ? The only thing I can see is like you said, something was wrong in the application.
