HC was supposed to have sped up the granting of licenses but instead, they have made the process even more onerous than it was before. Overall, HC has granted 113 licences to new and existing LPs. In contrast, Colorado has close to 1500 between medical and rec. So Canada has not nearly enough providers! And, considering that HC has seemingly made it much more difficult to obtain a license, they are even more valuable than they were before. Now the cultivation license is not the holy grail but it does de-risk the investment for holding and potential shareholders alike. The real prize is the sales license as it is the path to revenue and earnings.

All that to say don't be shocked if the cultivation license moves this stock. Licences are granted at the end of the day on Fridays. Here's hoping this is Heritage's week.
