Nobody is having a hard time getting the oil they need right now and when and if they do you will see the price rise. All this manipulation theories are ridiculous and suppliers aren't selling their oil for less than they can get for it. You can't hide tightness or a shortage with reporting or at least not for long (day, week, month) but that's it. As soon as we hear that folks aren't getting their shipments it will hit the wire instantly. The only scam are folks who can't substantiate their claims.
