Aphria Inc. APHA

Aphria, which is headquartered in Ontario, produces and sells medicinal and recreational cannabis. The company operates through retail and wholesale channels in Canada and internationally. Aphria is a main distributor of medical cannabis to Germany and has operations in over 10 countries outside of Canada. However, it does not have exposure to the U.S. CBD or THC markets due to the constraints of federal prohibition. It has some U.S. exposure through the acquisition of SweetWater, a craft brewer

Not really a big issue...until this is resolved they can import into Germany from Canada.

Likely the way they are going. Why grow in Germany at higher costs when you can import quality GMP cannabis from Canada?

Imports for now.
But I think long term, growing in Spain or Portugal and processing in Malta prior to shipment to Germany.

Keeping it all within the EU makes it more palatable for Europe governments to approve operations.

Partnerships with European companies may also be the last piece to get full blessing.  Every country has their own politics. Try to develop win/win relationships.
