When a unit is borrowed by a short and sold, can another margin buyer pick it up to short it again????

If so, a few shorts can easily drive down the price of units to unrealistic and dangerous lows with relatively few units.

So what's to stop the shorter from selling to another investor with a "margin" account, thereby putting the units/shares available for shorting again???

I checked out your info and appreciate it but I can't find an answer or maybe I don't know where to look
