As per definition, a contract must have all the components in place, before becoming a binding instrument.  Offer, Acceptance and consideration. 

In this scenario the money is the consideration. Reading is your friend. :)


signed PO, halt, wait for contract to become binding which is when they receive the deposit. When the deposit is received the contract is binding and then you can release
material news. The point of a halt it to allow the market to have an even playing field, hence the halt after receiving the signed PO to make sure there are no leaks or insider trading.
