The backlog is large because instalation depends on when the customer is willing to take a plane out of service. In the airline industry, margins are thin and these companies have to have planes moving as much as possible; they do not have the luxury of taking them out for maintenance/upgrades at a whim. 

A rule of thumb I'm using is when you see a deal signed, assumed that the revenue will not be realized for at least 5 years. With international standards going into place regarding location technology in 2019/2020 (depending where you are e.g. China), expect the rate of realized contrats to start accelerating. 

This is how I understand things to be happening anyways.
