The Intercept article's angle was of a number of persons of Republican persuason being suspicious of renewable energy and paying homage to their oil and gas donors. To this end it was an effective story. The author did a good job, lol.
But another writer could easily have written about the overwhelming support of renewable energy by the panel including the DOE representative. After the congressmen's questions they were rebutted in every case by arguments that were supportive of renewable power, especially solar.
A lot of the stuff was pie in the sky but Emmons' point was well made. You may one day get to privatization but it will not happen overnight. They need to get from here.... to there. No one is going to invest in a large power system w/ out a commitment to offtake the power. They need to get that commitment in order to make the investment.
The factors in favor of GRB's Montalva are unique to it, namely they have a sgned agreement with PREPA that will be enforcable no matter what even in bankruptcy due to the nature of this agreement. This is backed by a US$951m lawsuit. This heariing was not the forum for this kind of granular discussion.
Federalization or whatever you want to call it, the US government can't just pretend it PREPA never it existed. It is a 70 year old beast and it needs to be tamed. This will mean guarantees that allow Montalva to be built OR a settlement somewhere between US$191m and US951m!
