Given that every other jurisdiction regardless of their incompetence will have been able to put a supply chain in place in time.

I don’t think he’s gonna want to look like an idiot so early on...specially given that a Federal election is over a year away
 
I think the most logical scenario is a blended private government model out of the gates and then overtime illuminate the government component
