It said in the article that Glencore is  "facing scrutiny from U.S. authorities who have demanded the company hand over documents about its business in the Democratic Republic of Congo, Venezuela and Nigeria as part of a corruption probe".                                                                             
It also said in other news article that the companies financial status is very healthy and believe that the share are under value that's why it decided to initiate the buy back program as an incentive to the share holder. The articles only mention about GLENCORE but it said in the above linked that the buyback is worth US$1 billion and it will be split US$463million for GLENCORE and the remainder at the discretion of "Citigroup" which is glencore broker. This is what I belive that Citigroup could use to buyback the KAT since KAT is the bigest player of glencore , it's been under valued stock. the portion of the article said   "The buyback will be split into two halves, one of 350 million pounds ($463 million) worth of shares to be bought by Aug. 7 and the remainder at the discretion of Citigroup, which is Glencore’s broker. That is why  I have stated my view in my early post, that is all my views and belief because it must be the right thing to do, they must also include KAT for the buyback although KAT was never mention on the buyback article but GLENCORE is giving the discretion to the Citigroup that means Citigroup could use the other portion of the money to buyback which need the most.
