It’s not dilutive as long as you exercise your rights. The reason why it’s flow through because they are being backstopped by two individuals so they benefit even more if the rights issue is undersubscribed. 

Lots of investors can’t afford to exercise rights or can’t because of jurisdiction so perhaps these Peters crosses are to get ahead of that.
