Even without the frack ban they are out of money and will need another roll back just to continue.  Management has been absolutely played by the Mexicans and in turn have played their shareholders.  The few "wells" they have reported are pitiful then their is their royalty structure.  Cut your losses and look for other opportunities to make money as ROE is just a hobby play for those who like the idea of being a big shot player in the Mexican oil industry (oxymoron); this is going to zero.
