That report states two very good details as far as Canopy is concerned.

1) "No caps on the number of licenses one proprietor can own". This is better than Alberta which has a 15% of market cap.

2) "500+ retail outlets by spring 2019" . This could mean that more than 4 stores open by Oct 17 as the Liberals planned. Bruce has made public statements as to how fast Canopy could get stores up and open. So now he could have a challenge
