North Shore Uranium Ltd. is a Canada-based company, which is engaged in the exploration for uranium deposits at the eastern margin of Saskatchewan’s Athabasca Basin. The Company conducts its exploration programs on its two properties, the Falcon Property and the West Bear Property. The Falcon Property is located approximately 35-kilometer (km) east of the former Key Lake Mine and the active Key Lake uranium mill which processes ore from the McCarthur River Mine. The West Bear property consists of five mineral claims totaling 4,511 hectares located at the eastern edge of the Athabasca Basin which hosts two producing uranium mines.

It can be for the expected future share price appreciation, or as the start of share accumulation with the intention to purchase the remaining shares of the company at some time in the future. In any event, this does not imply the issuance of 19.9% more shares of the company. It could be accomplished through buying shares on the open market or buying shares from a shareholder willing to part with their shares (as with some institutional shareholder looking to exit).
In any event, such a strategic investment undermines LUN's attempt to acquire shares through their tender offer.

I see this as a positive event in any case and not dillutive, but rather, likely further raising the floor for the share price.
