1) Like you said, exchanging ownership from one hand to another .. maybe for an entity to increase stake in company
2) The other way around, someone is unloading but figured 58c is a good price that everyone else are buying (as proved correct .. with over 700k shares traded around 58c.. it's a good price)
3) Insiders are unloading as they know bad news is coming
4) Insiders just want to give away shares at 58c.. just because they are thoughtful people (if unicorn exist today, this assumption also exist in the trading world) 

You will need to proof the intend of Manipulation in order to get IIROC investigation. 
Judging from the sector decline.. anyone can say they are selling a losing company or they don't see a future in the company. 
An Individual/Entity can also say they are speculating or day trading a company ... many reasons can end an investigation.

Unless you can provide email conversations, recordings , or other documents to proof manipulation... it's a waste of time to contact regulators.
