What exactly has to happen for deployment?

What exactly has to happen for deployment?This may be a dumb question, but I honestly don't know exactly what needs to happen before they are able to move beyond the "testing phase."  

Is there some safety regulator they need a certificate from?  Is it a govenment agency that gives the final green light?

Does anyone really have any idea when they can begin earning revenue and using their software for real deliveries?  2019?  Or it just a guessing game at this point.
