Maybe if they made some or all of the actions ACE75 says they should have, the stock would be higher now, but there is no guarantee that is true.  I'm sure they were aware they could have chosen a different path.  I don't think they chose the path they did because they wanted the share price to fall.
 Here's a few statistics comparing BHS to SILJ an junior silver miner ETF.

3yr return       +47%         +66%
2yr return       -51%          -44%
1yr return       -24%         -46%
The only time frame BHS did worse is the one year scenario.  Is this a result of their management decisions?  I don't know.  Maybe or maybe just general market apathy for the sector.
