(4) There are 444 Municipalities in Ontario. There will be bound to have some municipalities which will opt out. Reasons for opting out (for smaller municipalities) may be - policing, crackdown on black market, crime/crowd control etc (while benefit may be less for smaller municipalities).

May be these opt-out smaller municipalities will be allowed online by federal Govt (just one possibility I can think off). Thanks.
