That is a staggeringly large number - about 10% of shares outstanding - for a junior mining company.
I believe that smart money pushed this thing down knowing this. Now with a global resource estimate and PEA coming, the price action should reflect renewed interest with many fewer sellers.
The story of this company never changed. It was in Mongolia when it was at $1+, it was in Mongolia when it was at $0.30. They biggest difference is that they have de-risked the darn thing.
I believe patience will be rewarded in this stock. An initial mine of 2+mm oz of high grade near surface is the ideal project to build out a new district.
