RE:RE:2 directors rehired and property soldif they had not insinuated reserves, they would have not needed 43-101 to prove reserves.   So they didn't need it until they crossed that line and could have gone into production without it.  And apparently they were given warning after first infraction.  Dan depended on the expertise of his apparently incompetent staff..
