They realized their financials on Tuesday. ...  My recommendation is read the MD&A.

One section state that they havn't paid their $100k USD bond to the Albanian Government yet as they do not have the money, however, they are trying to partner with other oil companies to develop the plot (perhaps asking someone to pay for it).  
 

Is it good news? Sure if they can get a credible company for joint venture, this will be huge.
Is it bad news?This means they have no money.. and if you read further.... the cost of the whole well building cost around $5MM USD.. and their financials shows they don't even have money for the first phase of the drilling. around $200k USD.
