These types of studies usually fall on deaf ears. There is need of political will from all levels of government but that always turns into bureaucratic knots. Noront has delayed the announcement of where they will set a processing facility because they have no idea when the governments will fully commit to the ROF. The horse has to be ahead of the carriage. Unfortunately we are a long ways away: years.
