There is need of political will from all levels of government but that always turns into bureaucratic knots. Noront has delayed the announcement of where they will set a processing facility because they have no idea when the governments will fully commit to the ROF. The horse has to be ahead of the carriage. Unfortunately we are a long ways away: years.
