Not at all! You are referring to what a Market Maker is supposed to do, and that is to provide liquidity.

Check the 1 month House Positions and look at the Brokerages who have Sold Millions and Bought Millions and after all that trading they have the same amount of shares as when they started. Some of those are Market Makers. I have highlighted some in yellow.

Compare that to ITG, and you notice 3.8 Million shares bought and a mere 79,000 sold. They aren't there to provide liquidity!
