You may have that wrong. The PR only specifies that APH will pay an annual fee to maintain their buyback option but doesn't get into the amount.

One wonders why they didn't just sell the shares of Liberty into the open market in a controlled manner unless the TSX wouldn't allow it but I doubt that's the case? It seems management still wants to keep a toe in Liberty in the hope that US regulations change and is willing to pay a small premium each year to that effect. For shareholders this is really a non event as it's more an effort to shelve Liberty shares to meet TSX listing requirements.
