RE:RE:Guatemalan CC Resolution Provides Path for MSR RestartAgreed - it has been mentioned in the various news reports that the actions taken by the CC could have been completed much sooner.

However, it makes sense that the CC would have waited until the 2018 Census was completed in the extended period that closed on August 31st before making the ruling official.

This will allow them to reference the census to determine the population that self-identified as Xinca (Xinka). With that information the community leaders can be determined from respective areas of MSR influence during the pre-consultation.

Completing the ILO 169 consultation without updated census information would have been a warm-up exercise, but it would have been ideal to have the consultation questionnaires ready for this outcome.
