if the financing is done by a well-known company.  i.e. GE, Apple, Panasonic, then the quality of the offtake partner/financier will overshadow the threat of dilution since ECS is partnering with a big player, hence, the shareprice would go up in relative to the % of dilution.

if it's partnering with a lesser known company with operation risk or risk that the deal will not be in favor with ECS, then share price would go down until they show some revenue and profits.
