At present I have had NO indication that the company has "turned away" the $2m investment offer, but they are unlikley to do a financing for that money alone. I Assuming they do a standard financing, that offer would almost certainly be rolled into a larger financing that includes more strategic investment as well - I could be wrong, but I doubt it. 

The company needs money, of that there is no question, but that doesn't mean that they will automatically write up the papers for a partial financing offer; they may very well offer to include those investors in a financing - when one is ready, and when they have a good line on the rest of the subscribers - but until then, the offer has not been turned away, it has just been deferred.

A financing of this nature is not necessarily a given either; there are other avenues that could be taken instead and the shareholders will have ot assess if they are good moves or not if they come to fruitition.
