Exposure is not possible if there is no one looking. SPD personnel are largely unionized and job descriptions are such that seniority decides who gets what job within broad job desciptions. Those doing the work don't invest their own time in learning the trade and middle management have been reduced to the point that you cannot expect any professional commitment to the trade as it is not required nor rewarded in any way whatsoever. There is also the language barrier so they do not read trade journals. Note there are exceptions to what I am writing but they are rare, very rare. Travel budgets are non-existant so people are not up to date. That is the Quebec system. There is no certainty that there is a doctor or a specialist in the chain of authority of the SPD and if you do not have the MDs on your side you are s***t out of luck. Each one seems to have a tendancy to keep their head down and their eyes on their own business. The SPD just isn't a sexy place to work.
Barette, the outgoing Health Minister, centralised too much stuff, eliminated hospital boards of directors, and transferred decision making powers to Quebec City/civil servants. Our local regional hospital got all new equipment for the SPD from Steris just two years ago. They were not involved in the choice of equipment. The local personnel didn't know anything about TSO3/VP4 anyway so they were happy.
