Money...

Money...Hey folks...I am relatively new to tlt and I am super pumped about it. I continue to buy when I can. My big question here is....why is tlt so cash strapped? Everyone sees its potential yet it sits in a cash strapped state which seems from my view to hinder any future plans. 

Can an someone help this newbie understand why?
