Can't speak to the degree of completion but as for construction being on hiatus, it's stated in today's news release:
The facility’s 80,000 square foot expansion will proceed as planned once final permits are granted



in the August 7th monthly report it says they are expecting it to be at full production late Q2 2018. Going by BE’s financial quarters that’s the end of September. That’s under a 8 week time frame. Not knowing when it got put it on hold it’s likely we got another 2-3 weeks closer before being put on hold. So once permits are sorted it’s possible to be at full production in under 6 weeks. Unless they’ve been severely misleading investors.
