I disagree, they are dragging their feet and the federal govt does have options they can employ to get the project moved forward.
Also, it seems that everyone is focused on the indigenous groups that are reportedly funded by left wing money from special intrest groups.
Lets begin with the indigenous people that are employeed by the oil idustry and get their voice heard that projects like this helps employee people in their community.
Lets also cut the noise about extra tankers affecting wild life.  I was recently in Victoria and met some locals in the shipping industry and we chatted.  What I learned from them is there is aprox 400 large vessels that use the water ways a week.  So 2-3 extra  per week really makes no impact.  
They thought it was a joke.  BC ferries is the worst offender in affecting aquatic life.
It is really interesting how the many sides to this really are not heard and I hope that we can end this quickly..
