RE:More bad news for legal salesWon't make a big difference at all.  Even if Quebec 3rd biggest province, the ratio population between 18 & 21 is small to have any influence on the recreational financial spectrum.  And anyway, if I'd be under 21, I'd ask a friend, family, to buy some for me.  Rules have never stopped anyone.
