Not sure but the provinces have spent most of the time deciding who they would accept as federaly licensed producers first. We have to remember that in each province we will be able to order online and have it delivered by Canada Post or Fedex ect. I think their main concern was getting that established first before worrying about the retail outlets. But, like you, I hope the provinces get their act together so we can all make some money.
