Nafta essentially locked Canada into going along with whatever the US fossil fuel lobby wanted so Trudeau would have needed balls to do anything about it.

However Nafta2 is a new trade agreement and we do have trade agreements with others that don include such lobbyist written sections, so it is possible but maybe not with Trump.
Trudeau and Trump both said several times that no deal would be better than a bad deal, but it was Trump who would have had to make the first move on the auto sector and not even the insanely corrupt GOP could support that.  Trudeau folded but not because of Trump, rather because like Obama and Clinton he doesn't really stand for anything.
