Anyone else see the bids/ask flipping like a machine

Anyone else see the bids/ask flipping like a machinedoing tricks. Its the same as what happened I believe around the 59/60 mark. It wouldnt go below but it wouldnt go higher for the day or two I think it was. Same thing happening today. 
Asks get filled 70/71, same amount of bids go back on at 69/70. Over and over again
