As he is governor, he has no whatsoever authority on mining laws but he can definitely be pro-mining in a sensible way in order to get business going (more) in his region). Santa Ana was totally different business (search for the details of it; Aduviri had totally different motivations back then). Bear Creek handled Corani much better (better sub-region too of course) and look in what they succeeded (they are neighbours to Falchani and Macusani). Another well-known neighbour is the San Rafael mine which has been producing tin for decades (producing more than 10% of the world's tin).
