Where do you get the idea that such fleets are years away? Moreover, the idea is that self-driving vehicles would undoubtedly do a better job than humans over rough, unpredictable, public back roads and for difficult short hauls. Can you point to studies that confirm your viewpoint, because what I have been reading on the subject indicates that in almost all driving situations including simple driving on well-paved public roads, self-driving vehicles already vastly outperform humans. They especially outperform humans in heavy traffic and poor driving conditions.
