RE:RE:RE:Why it take so long to have authorization to...Skimmed over the 61 page manifesto and was struck by two things. About 90% of this should have been done prior to the mine beginning operations- water, discharge, etc. So doing it again seems rather redundant.

Secondly, I have always underestimated government's ability to screw with the producers in any culture- if they wanted to hold this permitting process up indefinitely there are 61 pages from which they could make life exceedingly difficult by ordering various tests, scheduling them over months, making PVG adhere to every little detail or make significant changes. I am acquainted well with such BS- having spent some time next to a local planning and zoning board who's duty it seemed was to lord over every applicants design and review. It often took years but oddly- if the right wheels got greased- sometimes projects went through rather quickly.

Thanks for posting that paths. I should have known better and now I do.
