No reasonable volume for institution to buy without jackink the stock price to more then 10$., but just enough at he low end to scare small retail investors in selling at the wrong time or even getting punched when buying by forcing the price down  by seeling a few hundred shares. It's very unfortunate that the uptick rule as disappeared
