Perhaps it is challenging for TOS to sell their own device because they cannot obtain and retain a talented sales team to build any momentum.  Therefore, their perpetual reliance on leveraging third parties for sales revenue.  Maybe TOS has had turnover in their own Sales team or management this quarter warranting the need for third-party assistance.  I certainly did not expect a tiny, inexperienced TOS sales team under RR's governance to make any impact on actual sales growth.
