If you think about this they will most likely have a plant built and ready to mine before AVZ, They have all the certificates to export minerals unlike AVZ..

And Wouldn't the tailing need to be mined before AVZ would start dumping more tailings ?

That's what I'm assuming . And I know they have been talking about a plant :).

There warehouse is Lubumbashi is full of tantalum and they have a fleet of dump trucks + excavators and vehicles.

I bet they will be mining in 2019 :). Cheers.
